You aren't native in Westron.

You get 
your native language at native (12), and Westron at 10 (non-native 
practical fluency), unless Westron is your native language, in which 
case you get it at native, and nothing else.  You would need to pay 
points to get Westron at native.


And if you take Language Talent (+5/+15) (well worth getting if you want several additional languages), it only adds to bought languages, not to the freebees.
