I have attached a language tree for Middle Earth.  Defaults will be at -2 (skill, which translates to -1 level) per sideways, upwards or downwards link, although nothing will default past level 2 - i.e., Dwarvish does not default nor will it default to anything else.

To make it easier, below is an edited list showing what common languages are around the general region: -

	* Beast Speech
	* (Various variants – birds, snakes, wolves etc)
	* Valarin
	* Aulean
	* Khuzdul (Dwarvish)
	* Melkorean
	* Dragonspeech
	* Orcish Dialects & Black Speech
	* Oromean
	* Quendian
	* Avarin
·        Hildorin
o       Lintadorin
§         Old Mágo
·        Adûnaic
o       Westron
§         Eriedaic
·        Foradanin or Fornen
o       Old Rhovanian
§         Atliduk (Beijabar)
§         Aivathiudan
·        Éothric (Eothraim)
·        New Rhovanian
o       Delsk (Dalish)
o       Lossanan (Lossoth)
§         Gramiska (Gramuz)
§         Nahaiduk (Woodman)
§         Neneduk (Lakeman)
§         Arhûnerin
·        Baradhrin
o       Bórian
§         Angmarian (Angmar)
o       Uldorian
§         Szreldorn (Dorwinrim)
o       Aravadorin
§         Talatherin
·        Ioradja
o       Asdraja (Asdriags)                                                                                    ·        Ulgathig
o       Logathig (Logath and Sagath)
	* Eldarin
	* Common Telerin
	* Nandorin
	* Hawnin (Southern Gondor)
	* Silvan
	* Bethtaur (Lorinand (Lorien) Silvan)
	* Tawaren (Mirkwood Silvan)
	* Uialarin (Snow Elves of the Forodwaith)
	* Sindarin
	* Gondorian Sindarin (Gondor)
	* Noldorin Sindarin (Eregion/Lorien)
	* North Sindarin(Mithrim) (Grey Havens)
	* Quenya (High Elvish)
	* Noldorin Quenya

 So to answer your question Mirkwood Silvan to Noldorian Sindarin would be at -8, or -4 levels.  Native in one would give you professional in the other.  Professional in one would give you broken in the other.  They are not that close.

A closer relationship would be Delsk to Eothric, which would be -4 (-2 levels).  Beijabar to Nenedik (Lakeman) or Gramiska (Gramuz) would be only -2 (-1 level)
